Organisational and Cultural Change Case Study |

Background
The case concerns a large Borough council in the south east of England with a good local reputation. The council recently appointed a new chief executive to modernise the council and further improve performance.
The Challenge
The council had invested in a major programme developing a vision and linking performance to achieve its aims. However, report after report coming out of best value reviews and corporate performance assessment was showing areas of underperformance that just were not improving. The chief executive was looking to turn this round in a short space of time.
The Response
A review of the chief executive’s department was undertaken to create resources to help facilitate change and drive performance.
Rampling Consulting drew up the project plan and worked with the chief executive through an extensive consultation exercise leading to proposals for change.
Outcome
The unit monitoring and reporting performance was merged with human resources to create a team with an emphasis on organisational development and improvement.
The aim was to use the performance data positively to focus on the areas needing intense support to change and improve. The unit itself would change, developing proactive consultancy skills to build on a strong professional base.
