Background
The study is about an agency within a central government department that had an excellent national and international reputation for success in driving significant change and improvement. The time had come for the change to be 'mainstreamed' into the direct services and for the functions of the agency to go through a transition to enable this to happen.

The Challenge
The agency had been working for some nine months on the transition programme to ensure than none of the change impetus was lost and that the services it provided that were continuing had appropriate provision. One of the other key requirements of the transition was to ensure the minimum loss to the public services of the people they employed. For the continuing services there would be transfers covered by the Transfer of Undertakings Regulations or equivalent public sector provision.

The Response
Rampling Consulting was asked to support the transfer of the continuing programmes of work. We worked as part of the Transition Board to prepare contractual documentation for the transfer of services, manage the transfer of staff, conduct consultation with the trade unions and the receiving employer, carry out the due diligence and ensure the accuracy of staff records for transfer.

Outcome
Seventeen teams of staff were transferred successfully to a wide range of public sector and trust organisations. All of the transfers of functions occurred within the agreed deadlines and staff transferred over without hitch. The unions were on-board throughout and supported the actions being taken. The key performance outcomes of the transferring functions were maintained.
